Navan Educate Together National School Per Cent for Art Commission

Stage 1: Briefing Document & Application

Deadline: Friday 13th February 2015, 12 noon.

Navan Educate Together National School wishes to commission a site specific public artwork/s under the “Per Cent for Art Scheme”, funded by the Department of Education and Science.

Navan Educate Together N.S. was established in 2002 by a group of parents who wanted their children to be educated in a school with a distinctive ethos of inclusion. This ethos is defined in the Educate Together Charter which states that all schools should be:    

Multi-denominational

Co-educational 

Child centred in their approach to education

Democratically run

In the past twelve years the school has operated from three different premises and in 2015 Navan Educate Together N.S. will make its final move to a brand new 16 classroom school.  

The committee would like an installation for the outdoors area of the new school that might reflect a kineticism or alignment to the scientific, geographical, natural or astronomical elements associated with the county of Meath (Beaufort Scale, Newgrange, Loughcrew, Tara etc). The committee has also suggested that the work may form a celebratory gathering point for important school events either throughout the year or at a certain time during the year.

The successful proposal should also:

Reflect understanding of the ethos of the school as set out above

Be distinctive, interesting, highly visible and safe

Be permanent, durable, tactile and easily maintained

 

The Commissioning Process

The selection process will take the form of a two-stage open competition. It is open to all interested professional artists. Selection will be based on the quality of the information, the feasibility of the proposal and track record of the artist/s involved. 

International submissions are welcome.

Stage 1

Artists are invited to express their interest in being considered for this project at the first stage of this commission.

Images /recordings of previous work (no more than 5)

Artist’s Proposal (no more than 500 words)

These should be combined into a single PDF file of no more than 10MB. 

The closing date for receipt of Stage 1 completed application form together with supporting documentation and material is 12 noon, Friday 13th February, 2015.

Stage 2

From the completed Stage 1 Applications a shortlist of artists will be selected by panel jury.This panel, whose decision is final, has the right to clarify any issue which may arise in the course of selection. 

A fee will be paid to allow the shortlisted artist/s to work on a detailed submission including written outline, budget outline, feasible timeline/schedule and visual representation.

The shortlisted artists will also be invited to present/develop their proposals in a way that will be easily accessible to staff and pupils. The committee will actively seek input of pupils and staff in the selection process.

 

Site Visits

Site visits will be arranged for shortlisted artists at Stage 2 of the commissioning process.

 

Budget

The total budget for the project is €35,148 inclusive of VAT . This includes all costs associated with the project inclusive or materials, artist’s/consultant fees, design development, insurance, supply and installation, signage, travel, and any other costs incurred in the production of the artwork/s. The artist will be responsible for meeting all of these costs out of the total budget allocated.

Confirmation that if successful the artist is ready to submit current Tax Clearance Certificate and provide insurances.  This confirmation is mandatory.

Garda Vetting

The successful artist will be subject to Garda vetting procedures.

Nazareth Housing Association provides independent living houses for individuals and couples who are 65 and over and on the Sligo County Council housing list.  Nazareth Village is comprised of 48 houses in a garden setting.  The Village was financed as a public-private partnership between Nazareth Housing Association and Sligo County Council with funding from the Department of Environment, Community and Local Government.
