Briefing Document & Application

Introduction:

Scoil Chomhgháin Naofa, Killeshin NS, Co.Laois wishes to commission a site specific public artwork/s under the ‘Per Cent for Art Scheme’, funded by the Department of Education and Science.  The artwork/s will be site specific with a permanent element to be sited in or/and around the buildings and environs. The brief asks the artist/s to:

* Reflect the previous and future history of the school, it’s students, teachers and community

* Reflect the strong ethos, vision and identity of the school

* Respond to the location of the school  

* Partake in an element of interaction with the pupils

* That the artwork (s) are of an interactive nature

Background:

Scoil Chomhgháin Naofa approximately three miles from Carlow town. It has an enrolment of over 330 pupils from both urban and rural backgrounds and a total staff of over twenty teachers and ancillary staff. It is a co-educational, Catholic primary school which strives to provide a well-ordered, caring, happy and secure atmosphere where the intellectual, spiritual, physical, moral and cultural needs of the pupils are identified and addressed. 

The Killeshin area has a rich historical background. Among its features are a Romanesque Doorway and St. Diarmuid’s well.

The school which is under the patronage of Bishop Denis Nulty of Kildare and Leighlin Diocese has a Catholic ethos and strives to provide a caring, safe, welcoming environment in accordance with its ethos.

The Board of Management and Staff encourage an atmosphere of respect, tolerance and consideration for others among pupils, staff, parents and the rest of the school community.

While we strive for high academic standards, the development of each pupil intellectually, spiritually, morally and aesthetically is of equal importance to us.

We have a strong tradition of promoting extra curricular activities, in particular sports such as gaelic football, athletics and swimming, Irish traditional music and drama are also prominent activities. We’ve had great successes in quiz competitions and art competitions.

We strive to cater for the individual needs of the all the pupils in our school, those with exceptional ability in addition to those with special educational needs.

We have a very active Parents Association and we encourage the involvement of parents as partners in the education of their children.

We have strong links with the local community and work closely with local Community organisations.

Key considerations for this commission:

The context – this individual school, the location, the historical relevance now and in the future, the physical spaces and educational environment and its users (primary level pupils, teachers, staff, etc.) is considered of key significance in developing the vision for this commission.  How the chosen ‘artwork/s’ may work here (now and for the future) taking consideration of the distinct interest/ideal/philosophy/location and identity of the school as entry points for consideration in the making of new artwork/s.  

The Commissioning Process:

The selection process will take the form of a two-stage open competition.  It is open to all interested professional artists. Selection will be based on the information supplied, establishing the competence of the artists to carry out this commission. No designs or detailed proposals are required in Stage 1.  

Stage 1

Artists are invited to express their interest in being considered for this project at the first stage of this commission.  Artists may do this by completing the application form and submission of a CV and images of recent work.  

The closing date for receipt of Stage 1 completed application form together with supporting documentation and material is 12 noon, Friday 7th November, 2014.

Stage 2

From the completed Stage 1 applications; a shortlist of artists will be selected by panel jury.  This panel, whose decision is final, has the right to clarify any issue which may arise in the course of selection. Stage 2 short listed artists will be paid a concept development fee to work on a detailed proposal for final selection.  A further brief will be given and a site visit is expected at this stage.  

Budget:

The total budget for the project is €15,000.  This includes the costs of materials, artist’s fees, design development, artists’ insurance, supply and installation, signage, travel, and any other costs incurred in the production of the artwork/s. The artist will be responsible for meeting all of these costs out of the total budget allocated.

Site Visits:

Site visits will be arranged for shortlisted artists at Stage 2 of the commissioning process.
